Already aware for some months that the British had proposed discussion of the naval armaments issue with Berlin, Mussolini reacted with scorn to the news that the two countries had, in fact, concluded a A NEW ALIGNMENT 41 limitation agreement in mid-June.

The annexation of as sizeable a territory as the Ethiopian Empire meant committing large numbers of Italian troops, and substantial quantities of equipment to Africa. The inevitable consequence would be a weakening of Italian metropolitan defences. Badoglio, in particular, was highly pessimistic at the Italian prospects for success in such a war. Italy’s military, economic and ¢nancial position remained precarious, and especially as the global crisis that had begun two years earlier was now at its apex.
