27 A great deal of violence reinforced these fears of revolution. It is important to keep in mind that violence or the threat of violence was an important force until 1848. Although the much dreaded cataclysm never arrived, the specter of social and political disorder cast a very real shadow. And it was under the burden of this lengthening shadow that the Tory leadership found it necessary to adapt to an emerging process of responsible government. Simultaneously, Tories were able to adapt this process to their own specifications to make it palatable.
