The Policy Center notified each of the thirteen Institutions of Excellence of its selection by letter in late August 2002 (see Appendix E). As a condition of accepting the award, each institution was required to agree to a two-day campus visit by a two-person research team in the fall of 2002. Prior to the site visit, the team received extensive archival and other documentary evidence of the institution’s achievement in its approach to the first year. These documents verified and elaborated conditions described in the abbreviated nominations.

Institutional narratives were evaluated according to achievement of each of the five criteria on a scale of 1 to 20. A score 1 to 5 indicated unclear/unacceptable achievement of a particular criterion; 5 to 10, acceptable achievement; 10 to 15, good achievement; and 15 to 20, outstanding achievement. The highest possible cumulative score for each institution was 100. In addition to receiving institutional materials and the scoring forms on which to rate achievement of the five criteria, the Policy Center provided evaluators with examples of indicators of achievement of each criterion.
